Migratory farmworkers who in 1959 earned an average of $911 for farm and nonfarm work. are the lowest paid citizens in our society. Because of their inadequate. substandard income. migratory farmworkers are in acute need of the welfare services generally available to other citizens. But the harsh fact is that the transient nature of the migrants work frequently prevents him from meeting residence requirements which would enable him to obtain these services. The defects in our national and local welfare policies which produce these problems were most informatively discussed in a September 6 article in the Pine Bluff (Ark.) Commercial. In noting the inadequacies of these policies. particularly as they affect transients. the article points out: An arresting irony of the situation is that general assistance is the only nonFederal welfare category. It is the only kind of money available to the transient whose resources collapse when he is just passing through. Because the article recognizes the injustice of welfare policies which exclude migrants. and because it recognizes the need of the migrant for welfare services generally available to other citizens.
