Although the General Assembly itself would probably be held in West Berlin. the resolution would merely specify "Berlin." The free worid could test whether it was possible to have freedom of communication 110 miles inside of the Iron Curtain. After one such session of the General Assembly in Berlin. it might be decided that the city would be sufficiently internationalized if future. possibly as much as every other year. sessions were held there. If further internationalizing of Berlin were required such subsidiary agencies of the U.N. as the International Refugee Agency or the International Labor Organization could be permanently headquartered in Berlin. Furthermore. we would be in a better position than we are today to determine whether we are willing to pay the price of moving the United Nations headquarters to Berlin as our part of the negotiation for peace. If the experiment of holding a General Assembly in Berlin failed we would not have lost.
