In the course of the action. the former Venezuelan President. who was honored and decorated with the Order of Merit by President Eisenhower on July 4. 1954. has been forced to make more than 20 humiliating court appearances to defend himself. His home has been surrounded by U.S. immigration officers and also by border patrolmen. as though he were a common criminal. He has been placed under $100.000 bail. Betancourt is determined to get Perez Jimenez into his clutches and the weak attitude of many U.S. officials gives him good reason for believing that he will win his third demand.
