So I wish to say that bringing in the halfmillion agricultural workers from abroad does depress the wages of American workers. Because these American workers are of Mexican descent or of Negro blood does not do away with the fact that they are Americans. The 14th amendment to the Constitution provided that inhabitants of a given State whc were naturalized were citizens both of the particular State and of the United States. There were to be no firstclass citizens or secondclass citizensall were to be citizens alike. That has been the principle for which many of us have been contending in the Halls of Congress and in the Nation as a whole for a good many years.
