The dissatisfaction which has been expressed has been expressed by those who have advocated amendments to the bill to improve the program. Primarily they are people concerned with social work and social welfare. Many of the religious groups have long been concerned about the plight of migrant workers. If. as the Senator says. both sides are dissatisfied with the proposal. that does not mean it is a good bill or a good compromise. Both sides might be correct.
