These are very unfortunate people in many instances. They have no rights of citizenship. They have no homes or roots. They are in a rut that is difficult to get out of. They do not receive any of the protection accorded to other groups of American labor. such as minimum wage. unemployment compensation. fair labor standards. union and labor laws. and many others. New York State and many other States have given protection to migrant farmworkers. I have qualms about too much Federal regulation and control in this area. but this is not the question. The Mexican program is a horse of another color.
