Speaker. an historic breakthrough in the interest of helping some of the most destitute people in our country was achieved by the other body last Monday when the Mexican farm labor importation program was amended to include an average wage provision offered by Senator MCCARTHY. Many of us here in the House fought for similar provisions when Public Law 78 was before us earlier this year. Unfortunately. for the migrant farmworkers whose livelihood is directly affected. these provisions were not adopted. If this bill is sent to conference. the conferees will have an opportunity to do something concrete for these suffering. impoverished and exploited people. The principal provision added in the Senate is a moderate. but effective one. It would require growers using Mexican farm labor to pay them either 90 percent of the State average farm wage or 90 percent of the national average farm wage. whichever is the lesser. In this way Mexican workers would be given more equitable payment for their own work and. at the same time. the tendency of their low wages to depress the earnings of our own migrant farmworkers would be countered. It is rare to find a legislative proposal which would do so much good in so simple and direct a manner. Certainly. no Member of this House wishes to countenance the exploitation of the citizens of our sister Republic of Mexico.
