The temptation was strong for me to do so. also. However. I have concluded. as did the Senator from Rhode Island. that even though the bill does not by any means come close to doing what we think should be doneand. as pointed out in my remarks. although I resent the manner in which we are forced to legislate in the field of immigration lawsI cannot close my eyes to the great humanitarian appeal of many parts of the bill. The bill will reunite many families. and will take care. as the Senator from Hawaii has said. of the childless couples who have been yearning to carry through proceedings under the adoption laws. I shall support the conference report. but I do so with some reluctance.
