I commend the distinguished Senator from Mississippi for a very fine report. I share with the distinguished Senator from New York a feeling that the bill is very restrictive. but I do not share with him the belief that because we are not able to secure a better bill than the bill now before us we should vote against the bill. There are a lot of discriminatory provisions in our immigration laws. The distinguished Senator from New York alluded to the fact that we have not done anything for the escapees and refugees. Last year. when a similar bill was before the Senate. I offered an amendment to allow 4.500 refugees to come to the United States from the Far East and the Middle East. The Senate in its wisdom supported my amendment. but unfortunately the conference committee killed that provision. We were advised that the House would send a team to the Far East and to the Middle East to look into the problem of escapees and refugees. and that a recommendation would be made to the Congress. So far nothing has been done at this session of Congress. I hope in the next session of Congress next year we shall be able to do something with respect to the problem.
