The House added a judicial review provision to the bill which we thought was very beneficial. That was the only field of the law in which the doctrine of res judicata would not apply. Criminals and subversives. with all the money and power of the Communist Party behind them. have brought suit after suit and made a mockery of the judicial process in the United States in an effort to remain here after they have been ordered to be deported. The amendment provides that a petition for review must be brought in a circuit court of the United States. Another important provision which we accepted from the House is that second and third preference aliens will be admitted to this country on a nonquota status.
