Mr. President. in consideration of some of the House amendments to S. 2237. an act to amend the Immigration and Nationality Act. I called upon the State Department for its views with respect to this proposed legislation. A number of the provisions added in the House of Representatives to S. 2237 have not been considered previously on the floor of the Senate. For that reason. I am sure that my colleagues will find the State Department letter very informative. I ask unanimous consent to have inserted at this point in the RECORD the complete text of the State Department letter to me dated September 12. 1961.
