So in this case the wage demanded and received by the Mexican nationals who come here under contract is 50 cents an hour. The prevailing wage paid to domestic workers performing similar work is 30 cents an hour. In some cases. there are no Americans. either migrant or nonmigrant performing the work. so the prevailing wage of the Mexican worker becomes the prevailing wage for that area. The key problem is not the prevailing wage or whether the prevailing wage is being paid. but the fact that in many areas the prevailing wage for similar work is so low. In these cases the use of Mexican nationals has frozen wages of domestic workers at these low levels.
