I introduce today a bill designed to correct a deplorable situation which is about to occur as a result of the apparent intention of the administration to place certain vital administrative functions in the field of national security in the issuance of passports and visas in the hands of totally unqualified political appointees. We also find tied up in our internal security problem the Department of Commerce. This Department has a hand in the administration of the Battle Act which prohibits people in this country from trading with our enemy.
