We are of the opinion that it is much more preferable to have the financing of the assistance program for Cuban refugees placed under the regular congressional authorization and appropriations proceedings. This is precisely what this legislation will achieve. The other unilaterally operated assistance program relates to escapees from countries whose misfortune it was to be enslaved by Communist tyranny.
