Mr. Chairman. our committee sat in two sections in order to speed up the hearings and present this bill as speedily as possible to the House. The chairman asked me to conduct the hearings on the United Nations funds. I think there is just one program in which we are giving today approximately 70 percent. That is the refugee program. It is a United Nations program. and it seems to me if there ever was a time when we should not do anything to disturb our relations with the United Nations. it is today. The United Nations has not accomplished.
