An amendment to extend its life for 2 years was submitted and the bill was placed on the agenda of the full committee. At the last meeting of the full committee I sought recognition in order to bring up the bill. However. the committee was sitting under special authority which limited the subjects for its consideration at that time to private immigration bills. private claims bills. certain nominations. and noncontroversial legislation. The chairman of the committee ruled that I was out of order when I attempted to have the committee take up my billan experience which I and other Senators have had before. The proper and regular way in which the matter should come before us is by committee report.
