The most recent indication of the high priority of these bills among the objectives of the administration is eloquently expressed in a noteworthy letter written by Secretary of Labor Arthur J. Goldberg. Secretary Goldbergs letter appears in the August 17 Washington Post in response to an editorial entitled "Help for Migrants." which appeared in the Post on August 12. The Secretary points out in his letter thatThe American people are becoming increasingly and insistently aware of this problem. for all that it is so easily kept out of sight. The time for change has come and * * * there is no dispute within the administration as to which direction this change should take.
