Turning back to page 24. to line 12. its says: Contributions to the United Nations expanded program of technical assistance and the United Nations Special Fund for the calendar years succeeding 1961 may not exceed 40 per centum of the total amount contributed for such purpose (including assessed and audited local costs) for each such year. Then in the next paragraph. Mr. Chairman. it makes reference to the Palestinian refugees in the Near East who are being supported under contributions to the United Nations Relief and Works Agency. or UNRWA. I was proposing that the 40percent limitation be expanded to include all of the U.N. funds. I feel that the United States is being most generous when we contribute 40 percent of any fund of the United Nations.
