Mr. President. as pointed out by the previous speaker. the Senator from Minnesota. even more significant to me than the fact that the Russians put a man in space is that for fear of the Berlin frontier being closed. refugees of that city are streaking across the border. realizing that may be their last chance to reach freedom. The quest of people for freedom is an extremely important point. and I believe it is one we should keep in mind. What is involved in the Berlin situation is the hope of people to get away from a slave area. and the hope that someday happiness and free elections will return to the unhappy land of East Germany. That is basic to the problem.
