I am now requesting and urging the appropriate committees of the Congress to immediately undertake within their respective jurisdictions whatever action this Congress can take: The Committee on the Judiciary with respect to enlarging the kidnaping laws or providing penalties stronger than now exists for piracy. The legislative committee which has jurisdiction over the subject matter of regulations and security for aviation. The Immigration and Naturalization Subcommittee to investigate and recommend whatever steps necessary to tighten security measures in our receiving and processing of Cuban refugees. The international issue. of course. is not directly within our jurisdiction. Yet. many of us have spoken strongly and this House has adopted the Selden and Fascell resolution expressing the sense of Congress on the Cuban question.
