I wish to draw attention to what has been done and is continuing to be done by the State of New York. traditionally in the forefront among the States in comprehensive legislation for the protection of the domestic agricultural worker. Migratory agricultural workers perform a vital service and New York recognizes it. Indicative of the current status of legislation and its enforcement and the protections and positive programs available to migratory agricultural workers in New York State is an article from the July issue of the Industrial Bulletin of the New York State Department of Labor: "State Labor Department Safeguards Migrants: Protects Welfare. Rights of 20.000 Crop Harvesters." I ask unanimous consent that this article be printed at this point in the RECORD.
