Mr. President. on Monday of this week. President Kennedy transmitted a special message to the Congress accompanied by a draft bill designed to centralize the authority to conduct and to appropriate funds to support our programs of assistance to refugees. escapees. and migrants. This message was of particular interest to me as chairman of the Subcommittee on Refugees and Escapees. which recently completed several days of hearings to ascertain the dimensions of the world refugee problem and how we as a nation could more effectively deal with it. We received extensive testimony from both governmental and private agencies dealing with this problem. Their testimony included a number of recommendations and I am happy to state that a number of them have been included in the Presidents message and in the draft bill submitted with it.
