Session #87 · 1961–63

Speech #870083239

It is an unconscionable situation. What do the experts suggest? In November of 1957. the Carnegie Endowment for International Peace published a pamphlet. poignantly entitled "We Strangers and Afraid" by Elfan Rees. adviser on refugees to the World Council of Churches. According to him. international experience in the solution of refugee problems results in the inescapable conclusion thatno largescale refugee problem has ever been solved by repatriation. and there are certainly no grounds for believing that this paticular problem can be so solved. Nothing can bring it about except wars which in our time would leave nothing to go back to. War has never solved a refugee problem and it is not in the books that a modern war would. Most experts concur. It is not surprising. then. that the Presidents reference to repatriation was disturbing.
