Mr. President. I deeply believe that the basis for our policy in respect to the Arab refugees remains the same as that stated by the Senate Committee on Foreign Relations in 1956. when it said: A permanent solution of the Arab refugee problem can only be found through rehabilitation and resettlement. and the committee has repeatedly expressed its deep concern over the lack of progress in this direction. Mr. President. there certainly is a lack of progress in this direction. Indeed. if we maintain an attitude such as that indicated it will reflect. by implication. the omission of the concept of resettlement. according to President Kennedys letter. and then the possibility of progress will be even further deferred. In order to set our discussion in the proper frame of reference. having stated what I consider to be a proper policy for our country in respect to Arab refugees. I should like to refer to what I consider to be a proper policy for our country with respect to Israel itself. That is contained in a background papera white paper. socalledissued by the State Department in December 1954. in which the question is stated most succinctly and most ably.
