I know of the sincere interest of my friend from Rhode Island. There is no better friend of mprovement in our immigration laws than the Senator from Rhode Island. However. if we were to enact by a separate bill the program that we desire. what would we gain? Why do we not add the amendment to the pending bill tonight? Is not the proposal of the Senator from Rhode Island the same as the amendment I have proposed? I have another proposal which would greatly modify the present orphan adoption program. I think the program should be modified. The proposal is joined in by other Senators.
