Mr. President. the fourth legislative program. the program which expired on June 30 of this year. was set forth in the act of September 11. 1957. This act provided for the issuance of an unlimited number of nonquota visas to eligible orphans under the age of 14. adopted abroad or brought to this country for adoption. These special visas were available only to eligible orphans from oversubscribed quota areas. An eligible orphan was defined in the law as an alien child under the age of 14. orphaned by the death or disappearance of one or both parents. or because of abandonment. desertion or separation from one or both parents. Where the orphan had only one parent. that parent must not have been capable of providing for the child in order for the child to be eligible.
