Is the gentleman familiar with the views of the committee on Federal legislation of the Association of the Bar of the City of New York. which were expressed on July 5. 1961? I quote from that report: The committee considers that H.R. 187 is unsound In sending proceedings to review deportation orders to the courts of appeals rather than to the district courts that it goes too far in limiting the availability of judicial review to aliens. and its provisions applying the principles of res jucicata to habeas corpus proceedings are unconstitutional.
