Mr. President. Senator MAURINE NEUBERGER. Of Oregon. has introduced a bill. S. 1766. to extend the present orphan immigration law for 3 years beginning July 1. Senator NEUBERGERs bill provides for the adoption of eligible orphans by proxy. If the present law is dropped. a great hardship will be placed upon the adoptive parents to be in the country of the childs residence during the adoption proceedings. Many wonderful stories have come to light about American parents who have adopted by proxy. One of the heartwarming stories appeared in the Milwaukee Sentinel. I ask unanimous consent that this story from the Milwaukee Sentinel be printed in the Appendix of the REcORD.
