On the contrary. we have deliberately chosen the middle course between doing all that ideally might be done and just doing a little mending. We have followed that path of moderation which many a political theorist. beginning with Aristotle. has acclaimed as the foundation of good government It is not that I fear becoming entangled in a discussion of some of the more complex immigration or tax provisions of the bill.
