Consideration must be given. as well. to the human problems faced by the 108 million urban dwellers. Such human problems include relations between groups of differing race and ethnic backgrounds. tensions and hostilities arising from neighborhood changes. problems of migration and population growth. irritations and resentments arising from overcrowding and deterioration and encounters between newcomers and old residents. The 1960 Democratic platform as a matter of fact contemplated a Federal intergroup relations function "to help solve problems of discrimination in housing. education. employment. and community opportunities in general." The platform envisioned assistance by such a service "in the solution of problems arising from the resettlement of immigrants and migrants within our own country. and in resolving religious. social. and other tensions where they arise." An intergroup relations function within a Department of Urban Affairs would act as a national service bureau for local. State. and regional intergroup relations agencies as well as working with smaller communities not having their own intergroup relations committees. It could serve as a clearinghouse for information for both public and voluntary intergroup relations agencies and provide consultative services.
