Mr. President. 21 years ago on June 15. 1940. the Soviet Union moved her armies into Lithuania and the neighboring Baltic States and instigated a plan for the mass deportations and executions of the native populations. On February 16. 1918. the Lithuanian nation had declared its independencea goal for which the Lithuanian people had been striving throughout a long period of Russian domination followed by German occupation during the First World War. After two decades of independence as a democratic state with a constitution which guaranteed the basic freedoms of speech. assembly. religion. and communication. Lithuania became one of the first countries to experience the aggression of both Hitler and the Soviet Union.
