Mr. Speaker. for well over 14 years it has been my privilege to carry the responsibility for presenting and explaining to the House most of the legislation dealing with immigration problems. I believe it is my duty now to advise the House that we may have to deal soon with legislation vitally affecting immigration and. in a broader context. bearing on vital national interests. I have in mind the bill. S. 610. which passed the other body and is now pending before the Committee on Interstate and Foreign Commerce. a bill purporting to promote tourist travel to the United States.
