I have always believed that if the problem were understood by the executive branch of the Government some positive relief would be provided. Some relief was provided in 1957. as a result of efforts extending over several years. in which I had the privilege and opportunity of participating. along with Members of this body and the other body. Those efforts culminated in the voluntary quota restriction by Japan. but Japan did not do that of her own volition or without plenty of encouragement from the United States. I think the facts will bear me out when I say that the voluntary quota agreement by Japan would have taken care of this problem had not reduced exports of textiles from Japan to the United States created a vacuum into which other nations in the rest of the world moved. The export market to our own country that Japan gave up as a result of this agreement was absorbed by other exporting countries around the world.
