Mr. President. I should like today to pay tribute to the memory of the first American pilot to receive the Congressional Medal of Honor. 2d Lt. Frank Luke. Jr.. who was awarded his Nations highest honor posthumously 42 years ago yesterday. was one of nine children in the family of a German immigrant who had married an American girl of Brooklyn. N.Y. The family settled in Arizona in 1880. and Frank. Jr.. was born in Phoenix on May 19. 1897. He was not long out of high school when the United States entered World War I. and he became a private. first class. in the aviation section of the Signal Enlisted Reserve Corps.
