This bill may not be the perfect instrument to achieve the desired endsand I do not claim it is the perfect instrumentbut it is my earnest conviction that it could go far to give relief to industries actually suffering from imports. while at the same time permitting us to maintain the policies and objectives encompassed in the Trade Agreements Act. It provides for a flexible import quota system. among other remedies. which can be put into effect in any given instance. always with the approval. of course. of the President. Mr. President. this entire trade problem is becoming increasingly more widespread all of the time.
