Session #87 · 1961–63

Speech #870013812

Mr. President. because the problem in this area is broad and deep. The specific subjects of the bills are these: First. agricultural minimum wage. second. agricultural child labor. third. education of migrant children. fourth. education of migrant adults. fifth. registration of agricultural labor contractors. sixth. housing aids for farmers. seventh. agricultural labor relations. eighth. stabilization of the farm work force. ninth. improved health services for migrant families. tenth. improved welfare services for migrant children. and eleventh. establishment of a Citizens Council on Migratory Labor. Many States. local communities. and private citizens are working hard to cope with the problems caused by the seasonal need for farmworkers. Yet the harsh fact is that the progress being made is miniscule in relation to the overall problem.
