Mr. President. our hearings have proven to me two things: that many persons in many States are keenly aware of the difficulties and occasional injustices faced by the migrant. and that. despite very sincere efforts made by those individuals. the problems will persist unless Federal action is fashioned to supplement local action. It is unfortunate. therefore. that some individuals and groups feel that they have been singled out for special criticism or blame. They are. after all. faced with a seasonal. imported problem which is not completely of their making. When a school administrator in Florida does his level best to adjust his school schedules so that visiting youngsters can receive some education. at least. for a few weeks or so. he is going out of his way to help solve a problem that is interstate in scope.
