Mr. President. it is with pleasure that I am cosponsoring the bill introduced by my distinguished colleague from Wisconsin. This bill would eliminate the terminal date of June 30. 1961. from the provisions of law authorizing the issuance of nonquota immigrant visas to alien orphans and provide more effective safeguards that the children affected will be properly cared for in a suitable home. It is my belief that such a measure exemplifies in the finest manner the charitable and humanitarian instincts of our Nation. At a time when there is considerable turmoil and friction among international powers. it is fitting that we should pause to consider the unfortunate children of the world who are in many instances the innocent victims of this struggle.
