Mr. President. the reply of the State Department was in the negative. It took the position that the deportations would have no impact upon international relations. William Macomber. writing for the Secretary. said: It is believed that the deportation of these two persons would have no significant impact on our foreign relations. The deportation proceedings in both of these cases are based on subversive activities of the persons involved. The Department of State does not consider. therefore. that it would be appropriate to approach the President in behalf of these men. I believe it should have been for the President to decide whether or not it was appropriate for him to consider the cases.
