I placed in the RECORD the text of a memorandum tracing the history of the coalition from its 1937 origins through the end of last years session. This study documents the fact that for the past two decades. except for brief periods. the coalition forces of negativism and reaction have dominated the House by their control of the procedural machinery. The coalition has been particularly effective in watering down or blocking legislation dealing with education. social welfare. public works and resource development. civil rights. labor. immigration. taxes. and other economic measures. Chief instrument of obstructionism in the House over the years has been the coalition majority on the House Rules Committee. To bring the 193759 study up to date is to review the series of obstructionist tactics employed by the coalition group on the committee during the past several months of the session.
