Mr. President. many Americans still think of Ellis Island with a certain air of nostalgia because this spot of land in New York Harbor was once the gateway to America for millions of immigrants. the first bit of American soil they touched. Mr. President. everybody remembers the historic words of Emma Lazarus inscribed on the Statue of Liberty. expressing this sentiment in the most eloquent way. Today a new career for Ellis Island Is being contemplated in a number of proposals to make it a center of higher learning. The need for such an institution seems to be unquestioned. but discussion over what kind of an institution it should be has led to a number of provocative proposals.
