United Nations soldiers all over the globe have managed to keep peace where other forces would only make war. United Nations forces are on the alert in Korea. in Kashmir. in the Middle East. and now in Africa. They are facing problems which range from boundary conflicts to refugee settlements. from major EastWest confrontations to the internal confusions of the Congo. Thus far. the United Nations forces have been successful in performing their duty of preventing the outbreak of war between hostile neighbors. It seems to me that this excellent record emphasizes the need to establish a permanent United Nations police force.
