I shall do what I can to uphold the views of the Senate as indicated by the Senates vote yesterday. Beyond that. we simply have to play it by ear. We have to ascertain what are the views and general opinions of the House conferees. I think I am free to assert now that if it is necessary. to secure a bill. to relent from the Senate position. that I would do. because this is International Refugee Year. If I cannot get a whole loaf I will get what bread I can. On that basis I shall keep myself flexible.
