Yes. Mr. President. for at least 10 years I served on the Immigration Committee of the House of Representatives. I am no novice in this field. When we encounter reality. I know what we must do in order to get some of these measures through. Ours is a bicameral legislative system. and we have to obtain the concurrence of the House of Representatives in regard to any measure we pass. I have introduced bill after bill. I introduced the administration bill to modify the Nationality Act. and I need not apologize for my record in that field. But I recognize that we cannot get a whole loaf. and I do not want to see this session conclude before the taking of the recess without our having taken some action in this field.
