Mr. President. I think it has become crystal clear. from the debate which has been carried on so eloquently by the Senator from Hawaii . to whom I pay homage. what our situation is: We are not doing anything about the immigration problems to which he has referred. and we are not doing anything substantial. through immigration. about the foreign policy of the country. I. too. will support the amendment of the distinguished Senator from Hawaii. Yet both of us know that we are still not doing the job that needs to be done. Last year the distinguished Senator from Mississippi . who is just as sincere as I am.
