Beneath that statement by Mr. Macomber. on page 19 of the report. the committee made this statement: The committee is of the opinion that the enlargement of the scope of this legislation as suggested by the Department of State will not be conducive to the achievement of the primary aim of House Joint Resolution 397. as amended.
