I shall ask for recognition for only about 1 minute. with the hope that the Senator from Hawaii can then offer his amendment. I wish to say for the chairman of the committee. the Senator from Mississippi . that he recognizes that legislation is the art of the possible. I believe my record stands up pretty well in this whole field of immigration. I sponsored the general immigration bill at the last session. when we finally moved it through the Senate and it faltered in the House. We must remember that legislation must have approval of both Houses before it goes to the President. Here we are on the threshold of a recess. and we have had this discussion.
