I am hopeful that the 87th Congress will deal more promptly and compassionately with the problem of extending a helping hand to the needy and desolate people of the world. There can be no more important contribution to humanitys cause and to the future peace of the world than to resolve this most vital problem. To this task we must continue to dedicate ourselves until we achieve success. The joint resolution has many shortcomings. But we simply cannot and must not permit such matters as the alienorphan adoption program. our participation in refugee relief projects and the other measures to founder or fail. For these reasons. I urge approval of the joint resolution.
