Mr. President. the chairman of the committee has indicated the principal purpose of the joint resolution. which is to enable the United States to participate in a worldwide effort to help resolve the world refugee problem. It represents a legislative response to the plea of the United Nations for the assistance of all the nations of the world in a concerted effort to close refugee camps still maintained 15 years since the end of World War II. The resolution serves an obvious humanitarian purpose. It is most unfortunate that the good will and open heart which it reflects are marred by several undesirable limitations.
