I wish to commend highly and unqualifiedly the very able expression of an important point of view by the distinguished junior Senator from California. The situation which he exposes cries for relief. He has pointed out that the regulatory agenciesthe Federal Maritime Board and the Federal Aviation Agencyare being loaded with military men. It might be argued that there is some relation between civil aviation and military aviation. between the Navy and merchant marine shipping. But what about such agencies as the Immigration Service. which has been loaded by the present administration with generals from top to bottom? What earthly relationship is there between a military career and immigration? Yet the administration has followed this policy all through. However.
